No one at all agrees with George Hook’s view that a victim of rape could be to some extent responsible for the crime. Well, that’s how it seems but it’s not true. Many people agree with him but right now they are silent. They are silent in the face of the powerful outrage expressed by the establishment and by thousands of ordinary decent people who have decided that there’s no room for equivocation on rape.* This would seem to be the first general lesson arising from the incident: if decency and the establishment – especially journalism – combine in outrage, then the expression of a barbaric viewpoint will be met with concerted hostility. In other words, anyone holding such a view will know that its expression will invite opprobrium.

There are two types of opposition and they can be represented by two Irish Times journalists. Firstly, there is the Fintan O’Toole view that George Hook and his associates should be boycotted. ** Secondly, there’s the Kitty Holland view that he ought to be heard and challenged.*** Both accept that his viewpoint represents a wider misogynist perspective, with FO’T adding that Newstalk Radio, George Hook’s employer, is editorially committed to serving/entertaining the audience for this kind of material. Indeed, it is argued by former Newstalk presenter, Sarah Carey, that, “When you make controversy your business model, this is inevitable.”† Unfortunately, that’s far from the truth because the number of vile statements/slurs capable of generating a reaction like this is tiny.

The second general lesson then would seem to be that there are some viewpoints which decency and the establishment find so reprehensible as to warrant exceptional action. That prompts three questions: how does a viewpoint gain this status; how many such viewpoints are there; and, is the list comprehensive?

The road to establishment opposition to rape myths is unfortunately long and tear stained. Marital rape was not illegal in Ireland until 1990. Clearly opposition developed slowly and at some point the numbers represented a breach such that what George Hook said *** appeared beyond that breach. It’s worth mentioning that this is a recent breach; GH has taken the same position many times and recently. Numbers determine in so far as to form a critical mass which delivers the power to say, “No right thinking person would say that.”

At this point the liberal has stepped on to thin ice in being asked to side with the bien pensant. I don’t intend to explore this in any depth. Suffice it to say that there is an old tension here between preventing speech that will cause harm and requiring speech that will challenge the orthodox view. 

In discussing the George Hook incident, I asked a handful of people to identify other views which would attract the same degree of opprobrium. The banishment of Kevin Myers for the expression of a view that was a curious mixture of misogyny and anti Semitism sprang to mind for almost all.†† Racism (including hostility to Travellers) or opposition to homosexuality came to mind too but there was a consensus that while these might prompt a degree of condemnation, it would be nothing like demands for dismissal or the boycott of a radio station. It was thought that there was just one other thing that would compare: child abuse generally and paedophilia particularly.

A list of viewpoints which a typical leftist or progressive would be quick to condemn did not feature. The ton of bricks which fell on George Hook would not fall on nasty comments about women (other than concerning rape) the poor, welfare recipients, politicians, public servants, immigrants etc.

It would seem that there are just these three areas which are condemned as, “No right thinking person would say that.”

Anyone familiar with my views would be surprised if I did not mention what for me was the most glaring omission but it is also a link to and informs the third general lesson.

It is necessary to plumb the depths of depravity to find worse than supporting a rape myth, anti-Semitism or child abuse but supporting and celebrating war crimes is certainly a contender. Now, the IRA for years conducted a campaign of selecting civilians as targets. Each incident was an unambiguous war crime/crime against humanity. Sinn Féin supports/celebrates these crimes while attracting a share of up to 20% of the Irish vote. Bizarrely, Fintan O’Toole listed Gerry Adams, President of Sinn Féin, among those whom he called upon to boycott Newstalk.**

Unlike speakers for Sinn Féin, George Hook (and indeed Kevin Myers) apologised and expressed the error of what was said but there was no way back. The third general lesson then would seem to be that there are viewpoints which decency and the establishment find so reprehensible as to be unforgivable.

So, what have we got? Well, in Ireland decent people and the establishment – especially journalism – can combine to direct a powerful hostility towards anyone expressing a barbaric viewpoint. There is then no redemption; apology, withdrawal, recantation count for nothing. However, very few barbaric viewpoints are considered so reprehensible as to warrant this treatment. There may be as few as three: support for i) rape myths, ii) anti-Semitism and iii) child abuse.

The sudden, public and entirely unexpected onslaught on George Hook and on Newstalk has given rise to suggestions that something has changed: on the one hand, that vile, dangerous nonsense will not be tolerated or on the other, that free speech is threatened. The reality is that too little has changed. The pusher of rape myths now joins a tiny number of officially recognised despicable speakers. Is it possible that the decent citizens and journalists who finally had enough of rape myth-making will pause, look about and ask, “Is there similar or worse that we’ve been ignoring for too long and that warrant the same treatment?” At the very least it might be argued that it is time for guidelines which include a reminder to journalists that there are indeed viewpoints that are so foul, dangerous or depraved that they cannot be ignored or normalised. That would permit the participative citizen to object, cause journalism to engage and the issue could be dragged out into the open, and considered as potentially despicable – the kind of thing that no decent person could say.







Forget about whatever feelings or views you might have about the Labour TD and former minister, Alan Kelly, and read the part of Miriam Lord’s piece headed, “Lowry’s secret meeting sends Kelly off rails”.* The Irish Times published this on the same day (19/11/2016) that it ran an editorial on the term “post-truth politics”. The editorial was headed, “The truth will out”.**

Now, Miriam Lord is billed as a “colour writer”. What she does when writing about Alan Kelly is that she speculates, gossips. What she doesn’t do is present a shred of evidence. The fact that she admits that she has no evidence or rather that she flaunts her lack of evidence seems to be key to avoiding a charge of lying. That what she is writing about is relatively trivial may offer another excuse.

This political gossiping – making up stories – may also figure in discussions of an earlier fashionable term, “truthiness”. However, it suggests two things. Firstly, that the Irish Times is compromised if it chooses to take a line against fake news, truthiness, post truth or media lying. Secondly, that there is nothing new in the production of fake news. It is more plausible to suggest that it has recently dawned on real and dangerous chancers that the pillars of the media world produce made-up political gossip which some citizens like and/or believe. The chancers are not fools and they see that it makes commercial sense and attracts “political” advantage to go the whole hog and let “colour writers” loose to do their stuff.



** Prompting thoughts of the X-Files!

There is talk again of re-naming the Artane Band*. Opponents say variously that the name is the band’s own business or that locals in Artane like their band. Until it admitted girls it was called the Artane Boys Band but there was never anything normal or even joyful about that band’s longer history. Its boys were picked from the children incarcerated in the Artane Industrial School which name scared most Irish children and was a byword for evil. When the band was paraded in public, everyone knew the truth behind the flags and uniforms, and everyone understood the message they carried. This is no local issue; that band has national significance. It was a contributory cause of the Irish silence in the face of child abuse.

In Ireland to this day child abusers seek to evade personal responsibility by appealing to a myth. The myth is that they operated at a time when Ireland was a cruel society in which child abuse was common if not almost universal. In other words, everyone was at it in a violent culture. The truth of course is that Ireland was never like that. Generally parents were kind and treated children well. The myth endures because its supporters manage it carefully and rely on one item of evidence: that there was silence as mass child abuse took place in primary and secondary schools and unspeakable cruelty was visited on incarcerated children.

The decent people of Ireland who would never dream of beating a child spoke among themselves of the abuse but very little was said in public because they felt that objection was pointless. Their caring decency was compelled to silence by a power that was demonstrable and the flaunting of the Artane Boys Band was emblematic. Artane was a crucial component in controlling and maintaining the mass abuse – and the Artane Boys Band signalled the power of the perpetrators.

This is how it went. The primary and secondary school abusers made light of their offences by reference to what they told their victims was done in Artane. They boasted that nothing could be done, that they were in control. Several times a year the The Artane Boys Band was paraded in front of thousands of people at the most important games in Croke Park and the Gaelic Athletic Association facilitated the display. These were great, Irish occasions, celebrations of what we were. The games were attended by church and state dignitaries together with thousands of ordinary Irish citizens, while the radio and TV audiences ran to hundreds of thousands; the occasions were then reported in the print media. Absolutely everyone knew the truth but spoke it only quietly among family and friends. Year after year the radio and TV sports commentator, Michael O’Hehir, covered the spectacle of this Irish band and its colour party leading the teams onto and around the field of play. In decades of commentary there wasn’t a word of sympathy. The worst moment of media support came late, when in 1976 RTE allowed Liam O’Murchú to present a special tribute on the programme, Trom Agus Eadrom, to the ghastly Brother Joseph O’Connor for his work on the band.

Some of the collaborators may say that they knew – even approved – of the routine abuse in the schools but that they were unaware of the horrors of Artane and its Band. They are not to be believed because it bears reiteration that the perpetrators in the schools boasted about Artane and citizens discussed it quietly. In short, every child feared ending up in Artane because they knew that it was a place very much worse than school.

The Artane Band needs to make a clean break with its hideous origins. It needs to realise too that it can never be a local or a mere band. However, it doesn’t need to abandon or ignore its roots in Artane. It needs now to change sides, to become the band whose every appearance is a rebuke to the perpetrators and an expression of solidarity with its former members and their classmates. The addition of one word would mean a lot: a national institution called The Artane Memorial Band.





Perhaps Deaglán de Bréadún cannot write completely as he pleases in his Irish Times column, ‘Synger’ – An Irishman’s Diary on Synge Street CBS in the Sixties* or perhaps he’s unaware that the Department of education had rules. Nevertheless it should be pointed out that the column reinforces a mistaken view of what was permitted in Irish schools by way of beating children. If it is said without qualification that corporal punishment was permitted in schools, the statement is so lacking as to be a virtual lie but it is a lie which protects very many brutish retired teachers and perhaps some that are still working.

The truth is that while beating a child was permissible, the Department of Education had explicitly circumscribed that permission by a set of rules which – if obeyed – would have protected children from almost all of the beatings.

In other words, the majority of these teachers were in breach of their employer’s rules and were committing criminal assaults to satisfy their own perverse ends. It is quite simply not the case that in harsh times they were doing what was permitted or what was usual in society generally. Let’s be clear: what they did was explicitly forbidden.

Prepare to be surprised. The following are rules of the Irish Dept. of Education:

Corporal punishment should be administered only for grave transgression.”

In no circumstances should corporal punishment be administered for mere failure at lessons.”

No teacher should carry about a cane or other instrument of punishment.”

Teachers should keep a copy of these rules and regulations suspended in their schoolrooms in a conspicuous place.”

The pretence that it was otherwise is an instance within the shabby practice adopted in Ireland when dealing with child abuse. The practice is to avoid personal responsibility so that the state or the culture at the time can be blamed. The state may pay damages, the Taoiseach may apologise. However, not only will the guilty never be brought to account but their ill-gotten pensions will be paid.

It is not certain that it needs to be so. There was a time when it was believed that a pension was personal property beyond the reach of the state and the only course when dealing with an ill-gotten pension was the possibility of considering it a criminal asset. Since austerity it is clear that pensions are not untouchable.

Like those still alive who committed greater crimes in residential schools and Magdalene laundries, and who rigged illegal adoptions, it is completely unacceptable that guilty national and secondary teachers should be permitted to live blamelessly on comfortable pensions.




We all love a redemption tale and Gerry Moriarty worked to give us just that in the story of Laurence McKeown (Irish Times, Weekend, August 13 and 14, 2016) The title reflected the project, “From gun to pen: An IRA man’s story”.* What followed was a whitewash.

There is no doubt that Laurence McKeown suffered and had the strength to turn his life around. He was sentenced to life imprisonment for attempted murder; he had fired on a police Land Rover whose occupants returned fire. He also admitted to involvement in bomb attacks. Gerry Moriarty did not explore the bomb attacks but went on to tell of the horror of the blanket protest, a near-death hunger strike and the process of redemption by way of an Open University Degree, release under the terms of the Good Friday Agreement, a Ph.D. from QUB and on to becoming a successful playwright. Researching a play, Laurence McKeown had dinner with a police officer who spoke of shovelling body parts into bags. At this point in the story Gerry Moriarty again evades the question of bombs.

You see, the bombs and body parts are the essential truth. The whitewash is the myth of a struggle against armed opponents in which unfortunately civilians occasionally died. The truth is that while armed opponents were sometimes attacked, the preferred targets were civilians; the “armed struggle” was a long, long succession of crimes against humanity. It may be possible for a person involved in, facilitating or supporting crimes against humanity to seek redemption but it’s not likely and it certainly shouldn’t be a facile process.

It is right that people should attend and discuss the plays of Laurence McKeown but no one with a shred of decency should socialise with him and no journalist with the smallest commitment to truth should so trivialise crimes against humanity as to let them pass without comment in a redemption tale.

Bluntly, when civilians are targeted, it is a crime against humanity. When a story concerns crimes against humanity, they must become the story. Anything less reveals a perverse sense of priority.



 “A specially commissioned Irish Times poll in 2014 revealed most people had no idea the bulk of government spending went on social welfare payments, including pensions, and public service pay. Most people believed politicians’ pay accounted for more spending than either of these items.” –

The media, according to the author of the article, Stephen Collins, must take some responsibility for this ignorance. He’s wrong. For once the media cannot be responsible. Ignorance – no, let’s be blunt, monumental stupidity – on this scale wasn’t caused by media. The survey result suggests a spectacular and basic failure in the Irish education system.

Regularly a citizen hears it said or reported in the media something along the lines of, “If politicians weren’t paid so much, there’d be plenty of money for …” Average intelligence and slight education should prompt reaction, “Hang on, that can’t be true!”

Right, let’s admit intelligence for all. That means turning attention to education. It is unacceptable that the majority of respondents in a properly conducted survey are incapable of participation in a basic public controversy. That such mass incompetence has been found should prompt a rush to research in order to find the root of the failure.

Ok, let’s not over-react. It was one survey and its purpose was not to measure educational attainment, but it does accord with my experience as a lecturer, a consumer of media and a citizen who engages in casual conversation at bus stops.

Apart altogether from the concern that a significant number of citizens cannot participate in a public controversy, there should also be concern among those who view education as training for work. That is to say, there is little point in fussing over the proportion of students taking higher level maths in the Leaving Certificate or the general maths needs of industry, when it would seem that perhaps the majority have no grasp of numbers and quantity.

Returning to the degree of blame for public ignorance which journalists should bear, it may be that they are as much victims of a failure to educate as the citizens whose views they report. Consider the possibility that many journalists think it makes sense when someone says, “If politicians weren’t paid so much, there’d be plenty of money for …”

I’m supposed to be lecturing on politics but in reality I’m teaching remedial English.” It would be comforting to report that this was heard recently but it was decades ago. A basic failure in Irish education is now long standing and anyone active in social media can see that it is extensive. It’s in the news again because an OECD report bears out what university teachers see daily and talk about constantly.* It is in stark contrast to the belief in Ireland that the education system is basically sound.

Decades of remedial teaching at university point to a fundamental failure and right now that failure is in particular need of clarification because it is becoming entangled in a more complex set of concerns over 3rd level student performance.**

Here’s a proposition: There is no point in admitting to secondary education someone who is not literate and numerate, and is without a good level of general knowledge.

Here’s a second proposition: There is no point in admitting to university someone who is not literate and numerate, lacks extensive general knowledge and a good grasp of science/technology, and who is incapable of independent study and thought.

The two propositions are based on the simple belief that it is futile to ask someone to do something which they are clearly incapable of doing. It is ludicrous at 2nd level to set out to teach, say, literature or maths to someone who cannot spell, punctuate or cope with numbers. It is equally ludicrous at 3rd level to attempt higher education with someone who is not already educated to quite a high standard.

Almost everyone teaching at 3rd level talks of illiteracy and they regale one another with fabulous examples of lack of general knowledge. Many realise too that their students cannot do basic maths and – while proficient domestic computer users – have little scientific or technical knowledge.

Of course the problems are not universal; there are many students well-prepared to thrive in higher learning. However, the difficulty is not that an occasional unprepared student slips in but that they are not at all uncommon. It is tempting to ask how someone lacking the skills mentioned above could possibly have been awarded a Leaving Certificate of any kind, never mind one carrying the points required to gain entry to the next level of education.

Part of the answer and an obvious partial remedy lies at the transition between primary and secondary school. Thanks to technology it is now relatively easy and inexpensive to ensure that no one can enter 2nd level education who is as yet incapable of benefiting from it. A basic test of literacy, numeracy and general knowledge is required. There is no question of grades; it’s a matter of ready or not ready and it’s certainly not the reintroduction of the Primary Certificate. The test could be on-line and inexpensive. It could be taken any time a teacher thinks a pupil is up to it and it could be re-taken as many times as required. ***

Having taken steps to ensure that primary education fulfils one of its functions the foundation exists for secondary education to perform. If doubts remain, however, that the holder of a Leaving Certificate may still be unable to profit from higher learning, it would be open to the HEA to require all applicants to pass an on-line test which too could be re-taken as required.****

By neglecting basic education Ireland is creating significant inefficiency in the entire education system. Remedial learning is being pushed higher and higher. Unless similar is happening in comparable countries, Irish education risks becoming a laughing stock. Our own education professionals are laughing already; that’s how they cope.



** student retention rates, the mistaken belief that students of modest ability are not suitable degree candidates, the effect of reducing students to mere consumers, managerialism leading to reliance on on-line lecture notes and reaching “learning objectives”, lack of reading etc.

Carl O’Brien’s Irish Times piece on the OECD report is published with a companion piece which muddies the water:

*** There is no point in pretending that this does not have profound ramifications for children with learning disabilities and for children who do not speak English. The point here, however, is that no one should be asked to do that which they cannot. Indeed it might be argued that sending a child to secondary school on the basis of age alone is abuse.

**** Clearly it could be argued that the pre-3rd level test obviates the need for the earlier test. This however would be to suggest that entry to 3rd level is the only purpose of education and fails to share the responsibility for good basic education between primary and secondary educators.

The 3rd level test also opens the possibility of a significant 3rd level access sector.

Dear Brendan,

When it comes to Labour’s approach to the next general election, I disagree profoundly with you. However, let me be clear from the outset that in the next election I will vote Labour and then transfer to Fine Gael. I will do so for the reasons that you outlined in your Irish Times article.* It is very important not to risk what has been achieved. So, how then do I disagree with you? I disagree on a more fundamental level. I disagree with your political outlook – your view of Labour’s purpose in entering coalition. In brief and I don’t mean to offend, I find you unnecessarily liberal and insufficiently socialist.

You see three main reasons for Labour being part of a new government: i) that proportional to its strength in the next Dáil, Labour will push FG in a leftward direction mostly to do with tax relief and improving state services; ii) that Labour has a particular interest in increasing employment; and iii) that Labour will try to have the 8th amendment to the constitution rescinded.

With the possible exception of i) these three are not specifically socialist and could be championed by any half decent liberal party. Indeed if the tax relief is given to middle earners as “middle” is currently understood and if income relativities within state employment remain unchanged, none of the three is specifically socialist.

Before looking at the three in a little detail it would be right to say why liberal as opposed to left ambitions are just not enough. The first reason is that we’re talking about the Labour Party and if it doesn’t have explicitly left ambitions, it has very little purpose. It becomes a caring liberal party among a number of liberal parties all of whom exist to advance liberal ambitions. Secondly, if Labour doesn’t offer left ambitions to the electorate, left voters have no one for whom to vote. No leftist would be attracted to FF or FG and no decent person would vote SF.** There is a group of small left parties but they offer no more than protest. Indeed their function in Ireland is to act as a lightning conductor for unhappiness and dissent.***

Turning now to your reasons for entering government, when Labour talks in clichéd terms about tax relief for low and middle earners, it sounds like every other party in the country. This is because “middle” is not to be taken literally. In Ireland and indeed in Britain “middle income” includes the majority of the rich.**** I can say this because I regard the top 10% of earners as rich and their inclusion within “middle income” as a distortion of public discourse.

When Labour talks about expanding state services without expressing an intention to change pay structures within state employment, the party again sounds like every other party. Worse than that, it expresses an intention to maintain the practice of becoming rich – entering that top decile – through public service. It also shows disdain for those who object to rich public servants along with ludicrous pensions and for those who take seriously the notion that apart from a good standard of living, being a public servant is not primarily about maximising income.

It is hard to be critical of a Labour Party minister being enthusiastic about job creation. Indeed in present circumstances it might be hard to be critical of anyone being enthusiastic about job creation. That’s the point: everyone is in favour of job creation. Liberals are very much in favour of job creation; they call it trickle-down economics. You and every party member know that that creates inequality and that it would be quite simply evasive to say that redistribution and/or labour law must wait until near-enough full employment is reached.

Having opposed Labour’s involvement in liberal objectives, it might seem strange that I would support your ambition to rescind the 8th (“pro-life”) amendment to the constitution. Labour has, however, considerable history on this, being the one party right at the outset to refuse extreme Catholicism its demand to insert a ban on abortion into the constitution. Opposition to this and the sorry, cruel mess it created has been a feature of the Party’s recent history. That campaigning to delete the 8th amendment might attract liberal voters is a bonus but fundamentally it is the moral thing to do.

This amendment then should be the one point of contact between liberal Ireland and the Labour Party, a shared ambition.

What then of your two other ambitions? They are liberal and could be decent. The problem is that in themselves they support, if not promote, economic inequality, specifically inequality of income.

Labour could turn firmly left by stating a modest ambition to reduce inequality of income. This would also drive a left-right wedge into Irish political discourse and at the same time give voters who dislike the existing structure of inequality something for which to vote.

What then of coalition? Few journalists seem to realise that Labour cannot enter coalition without the approval of a full delegate conference. Regardless of what happens by way of voting pacts or suggestions, if the numbers after an election suggest a coalition which includes Labour, there will be negotiations to reach an agreed programme for government. In other words, journalists are failing to emphasise that Labour is precluded by its own rules from doing other than campaigning alone.

However, it is no longer credible to ask for voter support for a whole raft of policies and say that implementation will be proportional to whatever numerical strength the party achieves at election. Voters need to know in advance that if Labour enters coalition something particular will happen no matter how many or few Labour TDs are returned.

We are therefore talking about preconditions. They have to be few and focussed – and this is crucial: they have to be divisive.

The liberal one is already chosen: a government supported referendum to remove the 8th amendment from the constitution. Alone that’s neither sufficient nor leftist. The problem with the other ambitions, remember, was inequality. A second pre-condition should be a programmatic reduction – year on year over the lifetime of a government – of inequality of income.

There’s no reason to be side-tracked in controversy over measurement. Of course there is a number of measurements of inequality from which to choose but let’s not mess about; we all understand the basic objective.

The reduction demanded cannot be big or coalition could be refused by any liberal partner. Each year’s target for reduction will have to be modest. The point is to set Ireland on a radical new path to reduce inequality of income, to make the totality of government policy subject to this modest ambition, to place income inequality at the core of public discourse, to divide Irish society on the question of inequality and to give socialists and mild egalitarians something for which to vote.

Brendan, I’m not dismissive of this government’s achievement in restoring a liberal economy. I’m very aware of the threats to that progress. I’m not opposed to coalition; on the contrary I see it as the only route to leftward reforms. However, it’s time now to set out on that route: nothing revolutionary just a noticeable change in direction.



** This might seem merely provocative. That is not the intention and I will argue it at length in a later blog.

*** Lightning conductor is an apt metaphor because these parties function along with media, activists and advocate groups to attract and conduct dissent harmlessly to ground, and maintain the structure of inequality.


An acquaintance of mine stupidly ran a business into the ground. Because he did it during the economic downturn he can still turn up at the Lions Club and lie about his “misfortune”. Something similar but far more serious is happening in the public service and specifically in the health service. A handy cover story prevents blame.

It goes like this: A case of extreme and wilful neglect in a hospital is reported. The “establishment” begin an enquiry which inevitably concludes “a system failure” and makes recommendations. Meanwhile, the “anti-establishment” blame the government and “austerity”. The result is that the perpetrators get away with the offence. A police investigation? Don’t be ridiculous.

One such case occurred recently in Beaumont hospital. Mr. Gerry Feeney, an elderly citizen, went there. He was treated in A and E and then for five days in an emergency overflow ward. Everyone is aware of the daily reports about underfunding, especially in Emergency wards. Nevertheless, Mr. Feeney was well treated. He was looked after, fed and respected. This is basic.

Despite his medical condition, he was then transferred to a geriatric ward and the crimes began. He was left sitting in his own urine and excrement. He was starved. Always so concerned about looking smart, he was left in public with with the lower half of his body exposed. The details are available in press reports.*

Had this been a case of parental neglect, the perpetrators would have been removed from the parental role and would face charges before the courts.

Imagine how many times, day after day, that hospital staff and outsourced/contract staff saw this man and decided to neglect him. There is no way to deflect blame. This wasn’t a mishap or a systems failure. This wasn’t due to lack of training or resources. This wasn’t the fault of the management suits. This wasn’t the fault of the government. This was criminal, wilful neglect.

Certainly in Ireland there is a well-developed method of evading personal responsibility; no-one ever did wrong, it is always down to “culture”, “the way things were”, the state etc. Generally this nonsense must stop but in this instance there is a pernicious variant. Inhumane activity – the work of perpetrators – is being afforded a screen. The offences are being obscured and – revolting as it might be to use the word – dignified by a political debate.

There is no place in the public service for someone who would walk by a citizen starving, exposed and dirty. There should be no place outside of jail for someone who would decide to commit such offences.


The following is the truth as it appears in the Sports section of the Irish Times.

“The work was simple. I used to go around the small towns and villages and these estates going up left, right and centre. Cootehall! Tulsk! Frenchpark! Where were all the people going to come from? I remember saying to someone around 2004: ‘this thing is going to fu**ing blow up sometime. But hopefully not in the next 12 years and we will get a good touch out of it’. – Shane Curran, Veteran GAA goalkeeper quoted in The Irish Times Oct. 4th 2014

This man like thousands of others is not stupid. He could see the evidence of the property scam all around him and he knew damn well that it would end badly. He discussed it with lots of other people who like him were perfectly capable of interpreting the evidence that was all around them. However, most commentators these days would have us believe that Shane Curran was remarkably perceptive and almost alone in reading the signs.

Why is this lie so frequently promulgated? Well, it’s like this. Unless the majority is prepared to believe the lie, a large number of people face a fall. The truth is that a person would have to be monumentally stupid or to have been willfully blind to have failed to see what Shane saw. The next question may be shocking but it needs to be faced. What jobs in Ireland are suited to the monumentally stupid or the willfully blind?

The answer of course is few, if any. Certainly stupidity on this scale should rule out journalism, broadcast presenter, teaching and certainly employment in any part of banking or financial services. Our problem is that those proven to be too stupid are still in place.

Here is Tom Lyons, Senior Business Correspondent at the Irish Times, reporting on a new league table on “competitiveness”:

The headline reads, “Ireland moves up to 15th in competitiveness rankings”

He tells us about his source: “The World Competitiveness Yearbook is compiled annually by Swiss-based business school IMD and measures how countries manage economic and human resources to increase prosperity based on statistical criteria and a survey of 4,300 international executives.”

Here’s the problem. For citizens the debate about competitiveness has been about keeping wages low so that Ireland can compete with low wage economies. Tom’s report, however, tells us that Ireland is ranked at 15th, while China, India and Brazil are ranked 23rd, 44th and 54th respectively.

He also notes that Japan has moved up to 21st place and quotes the W.C. Yearbook: “helped by a weaker currency that has improved its competitiveness abroad”.

Clearly competitiveness is not primarily to do with low wages. Indeed it may have little to do with wages.

It might be argued that it is unreasonable to expect Tom Lyons writing for specialists in the Business and Technology supplement to explore or even mention this but “competitiveness is not primarily to do with wages” is a mere eight words. Moreover, an article could be written in the main newspaper itself advising citizens not to confuse professional measurements of competitiveness with data for use in debates about the minimum wage and other low earnings.

Arguments over the commercialisation of university education are part of two wider controversies. Firstly, there is a familiar dispute between extreme liberals and the rest of us. Liberals think that businesslike approaches and the imposition of markets will solve all or most problems. The rest hold that such thinking has limited application and that there are products and services which ought not be traded or subjected to competition and markets. There is, however, a second, less obvious and usually neglected controversy, and in this the universities represent one site in which a wider struggle over the future of management is being played out.

The ease with which this second controversy can be neglected is plain in a recent piece by Fintan O’Toole. It is also evident in a university manager’s attempt to get off the hook for what was done to universities in order to create a match with similar inefficiencies in other organisations.

The fundamental mistake in analysing the damaging process of commercialisation is to view it as merely a clash of market or business management values with those of public service. It is very definitely at odds with public service but it is also at odds with good management – even management whose focus is entirely business oriented. When Fintan points out that the apparently market driven university is failing in market terms, he gets close but misses the entrance to the more labyrinthine truth. That a commercial approach is failing in commercial terms should prompt a doubt that market success is the objective. What Fintan misses is that it has little to do with market success and a lot to do with turning the objective of a university into the objectives of a new elite.

Attention must turn to what is usually termed managerialism as opposed to management. Many of those made fat by the former deflect criticism by characterising all questioning as some kind of worker opposition to management. It is nothing of the sort; assaults on managerialism tend to be a defence of management in the face of a hostile, destructive takeover.

When the objective of managers has little to do with their institution/organisation/company and more to do with common cause of similarly placed managers in other organisations, management as traditionally understood has been usurped.

The bloated salaries are in evidence across companies and in both the private and state sectors. The same is true of bizarre new job titles, the creation of new structures which duplicate management and facilitate high level appointments, expanding the numbers in what were once very senior – perhaps unique – well paid positions (e.g. “Director”), reliance on a lexicon which is silly and frequently derided but which gives to waste the impression of being businesslike and efficient. Above all this is a shared change of “product” so that the creation of management information becomes an end in itself.

The production of management information is both essential and costly. It diverts people from their work and requires support staff. Each and every management report has to be accurately costed before a decision can be made to begin producing it. In short, management information has to be kept to the minimum necessary to achieving an objective. In the absence of rigorous costing and an eye to the bare essentials, it is very easy for measurement, data collection and the manufacture of reports to get out of hand. Professionals in management information have been aware of the paradox for decades: management information is part of a control system but its production needs to be tightly controlled.

Universities fell to the parasite as inflated salaries, new titles, changes in structures, a bogus business approach and way of speaking, and a drive to measure rather than produce became the predictable course. It is simply untrue to say that the HEA or any other external pressure caused this. The HEA is similarly troubled and is as keen to demand information as the new “industry” is to produce it.

The change was complex, thorough and involved a large number of staff. However, if one development were to be selected as typical and demonstrative of a university parting company with its age old objective, it might be the demand for stated “learning objectives”. While “learning” itself suggests the thoughtful, critical, creative aspect of a university education, a “learning objective” suggests the acquisition of a skill. At that point the desire to measure, to gather information was changing the role of the university.

Depressing as it is to consider, there may be no way back. It is worth bearing in mind that quite large numbers of people earn a living from all this and any attempt by one organisation to reform will be resisted, characterised as backward and eccentric. On the other hand, as a whole it is unsustainable. What an organisation (in this case a university) might seek to do is return salaries, staffing, structures etc. to those pertaining at a chosen time in the past. Apart from the shock to the system, the pay cuts and the numbers made redundant or demoted, the choice of date would be difficult and critical. Choose too late a date and the roots of the problem might be left intact. Choose too early a date and there’s a risk of going back too far in the history of ICT, thereby stripping a university of its ability to operate legitimate, up-to-date systems. One thing is certain: there can be no reform if the problem is understood as simple commercialism.

Here’s a tiny example of a journalist supporting an orthodox position: “Of course, licence-fee funded broadcasters are rightfully subject to more scrutiny on how much they pay ‘the talent’, …” – Laura Slattery, Media and Marketing in The Irish Times, April 3rd 2014 *
The notion that income paid out of public funds should be subject to greater questioning is today a belief of the majority. I would argue that one role of the journalist is to prise open majority beliefs. Instead Laura decided to reinforce twice by inserting “of course” and “rightfully”.

Among other options, she could have said:
“Unfortunately, licence-fee funded broadcasters are rightfully subject to more scrutiny on how much they pay ‘the talent’, …”
“Unfortunately, licence-fee funded broadcasters are alone at present subjected to more scrutiny on how much they pay ‘the talent’, …”


I seem to keep on returning to the notion of integrity. I don’t know why it doesn’t feature in public discussion of Ireland’s growing list of scandals, so many of which were caused by failure to speak up and do what was clearly the right thing.

The usual excuse for hiding in a crowd which is doing wrong or behaving stupidly is fear. That is understandable and a reason to forgive lack of integrity – until the nature of the fear is examined. If integrity might lead to death or injury or even losing one’s job, then let’s be forgiving. However, if the fear is no more than a vague feeling that one might lose out on a promotion or worse a fear of being excluded from a group of chancers or fools, then no! In such circumstances a lack of integrity is completely unacceptable and a person so lacking – especially one who has demonstrated the flaw – cannot have or continue to hold a position of responsibility. Does that seem harsh? It is and it needs to be because in Ireland at least we’ve been far too tolerant of the cowardly sleveens whose overriding virtue is to fit in and get along with people.

Here’s Fintan O’Toole laying the blame on an excess of loyalty and suggesting that showing integrity involved paying a high price: “We’ve seen this time and again: in the crushing of the internal auditors who warned that our major banks were up to their white-collared necks in skulduggery; in the systematic protection of child abusers by the Catholic Church; in the extreme reluctance of many health professionals to shout stop when they saw dangerous and even deadly practices; in the parade of politicians coming out to assure us that Charles Haughey was a patriot to his fingertips who would no sooner take a bribe than he would kiss a Brit; in the vicious shouting-down of those who suggested that the property boom might be a bubble.” *

“Crushing”? “Vicious shouting down”? This is silly exaggeration. If a person cannot speak up in the face of a shouting or overbearing fool, he/she is either too timid or too lacking in integrity to continue. Moreover, the position of the timid would be improved if proven lack of integrity were not tolerated and indeed punished when found out.

Ireland is about to appoint a new Garda (police) Commissioner and the talk is of the need to recruit outside the force or outside the country. This is evasive rubbish, prompting a straight response: If there is no one in Garda management with sufficient expertise, experience and integrity to be promoted, then they should not be in Garda management.

In the same article Fintan raises “a squalid event” in Waterford: Garda assault and the perversion of justice when a surveillance camera was turned away. Gardaí went to jail but Fintan also mentions the decent Gardaí who gave evidence of wrongdoing and implies that some did not. The latter should be gone by now because they have shown themselves to be the wrong stuff.**

Similar can and should be said of the quiet failures in so many institutions and professions whom Fintan (above) is prepared to whitewash in the lime of “culture” and exaggerated fear or ignore in a zealous attempt to get a handful of senior sacrificial victims.

A bricklayer found out as unable for or unsuited to the job would have to find alternative work. A professional found out as lacking a modicum of courage and integrity should have to find alternative work just as quickly.


A news report in Saturday’s Irish Times has prompted me to return to the question of schools having a religious ethos *. While of course this applies to all religious schools in Ireland, the campaign in favour of fostering ethos ** is led by the Catholic Church.

The difficulty with addressing “ethos” is that it is never clear what is meant. If it means that any doctrine can be taught to children as long as it is said to be a feature of a religion, then ethos must be rejected. No responsible citizen would approve a rule saying that anything can be taught to a child as long as it is cloaked in religion. That would be a parody of religious tolerance.

In the short newspaper report a number of features of ethos – or more accurately Catholic ethos – appear. It is surprising, however, that no doctrines which appear regularly in public controversy are mentioned.

This news report suggests i) that teaching the existence of God and life after death is now threatened, ii) that if religious education is removed from the “public sphere” it could develop “in a more fundamentalist way”, and iii) that religious education is a part of the humanities and like other “creative subjects” is threatened by vocational/professional training as opposed to education.

Looking at these in order, it should be said at the outset that while there are those who oppose teaching about God and an afterlife to children – and they offer cogent argument against it – it doesn’t cause anything like the concern about teaching contentious opinion as fact. Ireland is a free and open society in which anyone may argue. However, teaching young children and arguing one’s case are entirely separate activities. All Irish children should be protected from noxious opinion presented as truth to be learned. To be blunt, any Catholic can and should argue the Church’s position on homosexuality, gay marriage, contraception, abortion etc. but all children must be protected from being taught those arguments as fact. It hardly needs to be added that this applies to all other religions which might want to teach in such a way.***

On the second point, it is accepted that there are many religious people who fear that their ordinary decency is threatened by extremists who wish to portray a particular understanding as the real or only interpretation. However, the fears of decent people for the future of their religion cannot be relieved at the expense of children.

The third point wants to pitch religious teaching in the camp of creative thought. It is true that religion and religious thinkers have contributed to the development, spread and maintenance of humane, decent values but to go on then to suggest that teaching a fixed doctrine to children is compatible with open debate and creative thinking is self-serving.

We want children to emerge into adulthood as thoughtful, iconoclastic and creative. We certainly don’t want them lumbered with cruel, divisive opinions held as doctrine. On the contrary, we want citizens ready and eager to debate the future of the republic. Whenever ethos is mentioned in relation to teaching children, the package must be opened and if necessary the bearer told that some of its contents relate to adult debate and not to children.


** I tried to find a plural for “ethos” and discovered a controversy. I was attracted to the view that it is a word that doesn’t have/need a plural but you might like to anglicise and use “ethoses”, “ethosses” or stick with the Greek and use “ethe” but if you opt for “ethoi”, it would appear that Greek scholars will be annoyed.


Have a look at this article by Gene Kerrigan: Comments on it are now closed. However, while comments were invited I attempted three times to post a comment. Each time a system message appeared to say that the comment had been received but it was never cleared for publication. There’s a small part of my character that is flattered by being censored. Here’s the comment that the Indo wouldn’t permit under the Gene Kerrigan article.

This article is of a type. It is conservative behind a veneer of leftism. It attempts to limit “rich” to the top 1% and this allows the majority of the rich, say, the top 10% or perhaps the top 20% to hide. They can even pose alongside the poor as fellow victims of austerity and claim to be paying more than their “fair” share.

The article manages to ignore its own data. Have a look at this:
“In the period 2002-2009, the top 10 per cent of earners took 35 per cent of the income.

In 2010, according to the Central Statistics Office, the lowest-earning 10 per cent took a 26 per cent cut in disposable income. Middle earners were cut by 12 per cent. The top earners got an 8 per cent increase. This isn’t because they work harder.

Among the top 1 per cent, just over a quarter of their income comes from work, the rest comes from capital. Over the past 30 years there’s been a shift, with a higher and higher income share going to capital – rents, shares and bonds – and an ever-decreasing amount going to labour.”

Notice some features here which are typical of this type of writing: i) The top 10% with 35% of the income who are mentioned first, suddenly disappear. ii) “Middle earners” appear and they are presented as hard done by. (“Middle” is the hidey hole of the majority of rich people: ) iii) The trick is completed not simply by reducing “rich” to the top 1% but by saying that their income is suspect in contrast to hard-working rich people who choose to label themselves “middle”.

What’s going on here is that a conservative argument is masquerading as progressive. Essentially what it is saying is that if we could just soak the elusive 1%, the rest of our structure of inequality could be adequately financed in a “fair” way ( ) and the vast majority of rich people on multiples of the minimum wage or indeed multiples of the average wage could continue to enjoy their relative advantage. Indeed, if the top 1% manage to evade controls, nothing at all should be done about income inequality because it wouldn’t be “fair” to take from some rich people unless all similarly rich or richer people were tackled at the same time! ( )

I can’t put a date on it but I recall being in the canteen in RTE and asking one of my former colleagues in engineering to give me a quick rundown on this “internet thing”. Over diagrams and talk I became fascinated. I have to say that it was the abstract communication part of the technology that interested me more than the content possibilities. My recollection too is that I was using e-mail for a considerable time before I had anything resembling today’s net access. However, very soon after I had the net, I became aware of chat sites, i.e. very early social media.

Two things struck me. Firstly, I was working for RTE and the real time “chat” suggested citizen participation in TV current affairs. I wrote on that but failed to convince the Head of News and Current Affairs who reckoned that if it was to be used at all, it was more suited to entertainment. To spare his blushes I won’t name the Head but rest assured that I’ve reminded him over the years. (He’s a good bloke and takes the slagging well.)

Secondly, while I was arguing the potential, I was depressed by the content of these early chat sites. There was little or no, what might be termed, serious discussion. Some chat “rooms” were fine; ordinary people were having ordinary communication about mundane matters. The participants were civil, they exchanged information and well wishes across continents. I liked them and got to know some of them. However, many of the “rooms” and “sites” were devoted to intercontinental rudeness and abuse; people entered these rooms with just one thing in mind: to be nasty. In those days a “troll” referred to someone present in the room but not participating in the discussion. Trolling did not then refer to an increasing experience: ordinary discussants being subjected to abuse from people who simply wanted to ruin their chat. It seemed that this marvellous system would become a vehicle for intercontinental abuse.

Time has delivered a better outcome but that nasty strand has endured, indeed it’s flourished. In the early days the participants were mostly American and for a short time I considered the possibility that the vile speech, peppered as it was with “asshole” and “motherfucker”, was an American phenomenon. It wasn’t. This feature of the net that was established in the early days has attracted adherents across the globe and in large numbers. Anyone unfamiliar with this kind of vile, aggressive content can have a look at it by reading the comments under many of the music videos on You Tube. Discussion of the music can be informed or it can be pleasant, facile, fan-stuff but also it is routinely a shooting gallery for the ignorant and abusive.

Two related things can be said. Firstly, my experience of on-line participation has led me to the view that people behave on-line more or less as they do in the other parts of their lives. Decent people don’t become on-line monsters. They may avoid controversy or seek out flossy celebrity-centred talk, they may gossip with friends, they may keep up with family and friends, they may be active among people with a similar interest and crucially those who participate in serious discussions will do so on-line. It is therefore vital that few people follow John Waters of the Irish Times into a poorly informed technical determinism that sees attempts at on-line discussion as futile because the net is the preserve of idiots.* The truth is that just as the net is a good way of staying in touch with friends, it can also – with a bit of effort – be a good way of finding contending views and attracting useful criticism.

There is a tendency – particularly among those who don’t use it or who make little use of it – to see the net as particularly problematic. I’m reminded of a time when I was researching industrial/workplace vandalism and I came across a quote along the lines of, “Those people who break trees and park benches at night, where do you think they go during the day?” My point is that the web these days is where everyone – including the bad – goes. It is to be expected that forms of dreadful behaviour all too familiar in everyday life will appear on- line. It shouldn’t be more tolerated on line than anywhere else.

It is decades since I first heard someone say that they’d been abused on-line and that they were not going back. I argued that like resisting violence at football matches or reclaiming the streets, it is important that decent people do not vacate the space. The idea would be that the bad would be smothered by a mass of human decency and offenders would be reported and tackled. It can and has worked but there’s a problem in the way that many people use the net and the problem is facilitated by the way the net is developing.

Long before the net relative isolation was risky. In extreme cases abuse occurred in institutions, schools, prisons, camps, clubs, training – even families – areas into which good people could not or did not peer in numbers. Moreover, small, tight groups of friends attracted the person who would control by various forms of intimidation including manipulation of members’ need to belong.

Advice: Stay in the open. Don’t allow close association with any group to become overly important.

There is now considerable fear over net participation but it is misplaced. The fear should be – as always – over relatively closed groups and increasingly there are relatively closed groups on-line. Reports of parents shocked at what is going on are commonplace. Shock is not acceptable; it’s a lame excuse. There is a disgraceful acceptance of the line that young people are good at computers but older people just don’t know about it. It’s time to be intolerant of this nonsense and say that incompetence in this regard is as weird as locking oneself in the house and refusing to use broadcasting and text would have been two decades ago. Any parent – any citizen – who is not active on-line is failing. However, mere activity is not enough. It must go that bit further into understanding that the dangers present in life are present on-line. The basics haven’t changed.

Advice: Stay in the open. Don’t allow close association with any group to become overly important.

“Young people are good with computers.” Repeating it over and over again or making it a staple in mass media discussion doesn’t make it any less untrue. Saying now that young people are good with computers makes as much sense as saying forty years ago that young people are good with televisions. Young people today certainly use information technology a lot but their use tends to be quite limited. Moreover the whole thrust of development is towards a more limited use.

The great gift of the web is access to information but, we’re told, the information will be overwhelming unless it is managed. So begins the drift away from the open web as algorithms make recommendations based on past behaviour and like-minded FB friends determine taste, trends, acceptable behaviour and views.

I had a running gag a couple of years back when lecturing for Information Studies. On the way to lectures I would walk through a large open area in UCD which was equipped with very many on-line PCs providing easy access for students. I took to counting the number in use and the proportion of that number using FB. I then reported my findings to students at the start of the lecture. It was never the case that FB users were in a minority. Now, I use FB a lot and I like it but it was around then that I realised the extent to which FB had for perhaps the majority of users become the net. Since then all manner of apps have appeared whose express purpose is to make life easy by eliminating the need to search, to choose, to face something new, disturbing, distressing, confrontational or challenging.

Increasingly people do not surf the net as of yore. They rely on links, recommendations. This has two outcomes which I want to mention here. Firstly, in my own area of interest, political communication, it reduces the possibility of deliberative citizenship. ** Secondly, it is socially isolating, confines people to relatively tight groups wherein the nasty stuff familiar from media reports and scares can go unchecked.

I realise of course that there is considerable published material which argues that the net internationalises concerns that in the past locals could have swept under the carpet but this is not inconsistent with a view of net use which is relatively closed. An occasional report of injustice or protest or cruelty “going viral” does not mean that on-line pressure to conform from friends or information-management apps are not effective.

So, what’s the outcome of all this? Firstly, it should be emphasised that a portion of life has moved. It has gone on-line and it has brought with it ordinary concerns of life as well as familiar dangers. It is as important on-line as it is in the rest of life not to become isolated. In political communication the term used is “bubble”. Confinement in a bubble is like the older metaphor of an echo chamber. It’s about becoming closed off from discourse by over-reliance on a tight group of like-minded friends – no matter where they are in the world! “Cocoon” might be a better word as in most cases there are individuals fleeing to a security where they will be untroubled by questions, doubt, argument and counter-argument. “Cocoon”, however, doesn’t convey the menace which many parents have come to fear. “Gang” gets closer to the reality. Gangs are characterised by an us-against-world-mentality, rules, secrecy, discipline, leaders who are charismatic but border on insane, enforcers, penalties for breaking the rules and fear of the ultimate sanction: exclusion, banishment. “Gang” also suggests that this is a very old, familiar and serious problem.

The open web can seem scary with its cacophony, scams, intruders, liars, pornographers, schemers, predators, conspiracy theorists, religions, crackpots, healers and dealers but it is also rich in information, debate, cooperation and it has human decency aplenty. What evil is there lurks – as in the wider world – in the shadowy corners, cracks and alleyways. It’s both safe and stimulating on-line if a citizen has the confidence to wander the wide boulevards and engage openly with others. The same cannot be said for social media and restrictive apps which filter, create bubbles, cocoons and gangs. Mature citizens should be encouraged to use the confused expanses of open web to inform themselves and to participate. Yes, that old metaphor of the web as an agora is reappearing here. Younger and vulnerable citizens are safer and more likely to learn something new out on the open web.

In closing here’s a bit of advice for parents. Don’t overly limit a young person’s time on line. With limited time they’ll head straight for their little gang. Give them whatever it takes – time, skill, encouragement, money, example etc. – to see the possibilities to be free, inquisitive and participative on-line. A parent in an attack of self-pity might ask if they are failing as a parent if they can’t or don’t have a life on-line? Unfortunately, the answer is yes!

I was never in favour of abolishing the Seanad. My reasons were to do with mass political communication which many would dismiss with one of censorship’s favourite labels: “academic”. Now, however, there is a more pressing reason to vote No.

I won’t go on too much about the communication aspect but some explanation is required. My interest is political communication and the information – i.e. data and argument – that a citizen requires to participate in public controversies. One of the requirements is access to a range of viewpoints. The Seanad wasn’t designed with this in mind but in its design there was a suggestion of comprehensive debate, something rare and something that could be altered to do the job.

Election to the Seanad is by way of some universities and by way of industrial panels – agriculture, labour and the like. Commentators have pointed to the quality of Seanad speakers delivered by the universities but also to the exclusion of any particular industrial component to the panel elections which came to be dominated by routine inter party competition. There have also been nominations by Taoisigh which sought to recruit particular perspectives. In summary, the Seanad is designed for the most part to institutionalise and deliver sectional perspectives but this simply hasn’t happened.

Had it happened, it would not have been a great success for political communication – or rather for the kind of political communication which the republican or participative citizen needs. It is corporatist thinking. The assumption is that all political debate is based on self-interest and competition for resources. It is the traditional Fianna Fáil way and has become the standard media perspective in Ireland. It has indeed an appealing democratic veneer. Its notion of representation is that voices must be heard from regions, classes, industries, NGOs, lobbies etc. The problem of course is that they may all be saying the same thing: “Me! No, me! No, no, me, me!” This is an intensely conservative position which can often give the appearance of radicalism as when a bit of extra resources for a “deserving” group is championed.

It could be different. Think about this as a specification to be handed to the designers of a new Seanad: It is required that the Seanad reflect not the interests of select groups but that it publicly and fully thrash out all issues on which it deliberates. In summary my long standing position on the Seanad is that it has a promising design which needs to be changed.

Enough of that. We are facing a referendum to abolish the Seanad. The reason we are facing this now has nothing whatsoever to do with arguments put forward over the years that the Seanad is elitist, undemocratic or unnecessary. No, this is happening because the Taoiseach and his advisors can see clearly that there is a growing, right wing, anti-state, anti-politics constituency and he has decided to feed it by sacrificing the Seanad. The cusp of competition for political support now is this large group (There’s no knowing its size yet.) of angry people. It is certainly odd that FG which prides itself on defending democracy should now be prompted in this direction. With the exception of revolutionaries seeking a crisis which might be exploited, the desire among leftists to attach to – even to lead – such people borders on incomprehensible. It seems to be based on a belief that anyone or group opposing austerity and willing to take part in protest is progressive – even socialist. In other words, the very people that might be expected to stand in the way of a populist move to the right are competing to lead it.

Two things remain to be addressed. Firstly, a no vote might be equally attractive to a member of the anti-state/anti politics (ASAP) grouping; “no” would be a rejection of a government proposal. However, there doesn’t seem to be anyone on the No side canvassing support on this basis.

Secondly, ASAP may be nothing of consequence. My concern with it grew slowly. I watched Occupy and spoke to some of its adherents. I attended anti-property tax meetings. I live an ordinary social life and take part in conversations. On this anecdotal level ASAP gives cause for concern in terms of what they say, the aggressive stance taken and their numbers. There’s more, however. Published polling data shows firm support for right wing parties, that parties seek ASAP support suggests the existence of data that make that course worthwhile and the utter dominance of the ASAP perspective in the media all combine to support a case for treating ASAP very seriously.

The Taoiseach has reduced this referendum to a question of for or against cutting the number of politicians. That proposal is close to the hearts of the ASAP people. In these particular circumstances people who have been in favour of abolishing the Seanad for other reasons should consider voting No. A Yes gives encouragement to an extremely individualist brand of politics and many of those that I’ve heard advocating abolition of the Seanad over the years certainly don’t belong on that side.

Since the IRA went away and SF decided to adopt a socialist posture, SF has become the latest party to figure in a decades old Labour Party fantasy about creating a left majority – not by convincing citizens to support socialism but by adding together the support levels of anyone who could conceivably considered leftist on a dark night and without your glasses on! In the latest edition of this silliness Emmet Stagg – who is well aware that this has been said of other parties in the past – argues for a Labour/SF alliance on the basis that SF has abandoned violence and that they now have a democratic mandate.*

Come on, let’s be sensible. In all walks of life it is pretty stupid to ignore someone’s past when evaluating their character and how this might affect their behaviour in future.** (Much is made of the new generation of SF politician. However, Pearce Doherty decided to join SF in 1996, a year of IRA activity which included the murder of Det. Gerry McCabe and the London Docklands and Manchester bombings.) Moreover, as revelations about SF’s past drip out over the years, Labour in an alliance with them – even a coalition – might have to defend, say, a minister wanted by an international court. SF’s past follows them around; anyone foolish enough to ally with them would inevitably be mired in it.

Yes, it is true that in the full knowledge of murders, atrocities and crimes against humanity a sizable number of Irish citizens vote for SF. It is equally true that a democratic mandate does not wash clean or redefine crime as acceptable. It simply means that citizens are prepared to vote for wrongdoers. It’s not an uncommon occurrence and it’s not confined to gun runners.

There’s also SF’s project of reunification. Everything is secondary to that. Their espousal of a populist type of socialism made sense when the ambition was to replace the Labour Party. However, they weren’t to know that FF would come so close to destruction and that replacing FF might have been a better plan. They’ve fallen between FF and Labour and are in a tactical bind.

The notion that normal politics is an approximate 50/50 split between left and right is quaint and it forces Irish believers constantly to try to form unlikely alliances to make up “normal” figures. In Ireland if conservatives and liberals come together on an issue, they easily outnumber the left. If liberals and the left come together on an issue, they outnumber conservatives. That’s how divorce etc. and two presidencies were won and unfortunately it’s also why economic equality remains a fringe concern.

Socialism or even support for egalitarian policies is the perspective of a small minority in Ireland but it might be enough to effect real change. The day Labour realises that its routine and extraordinarily reliable 10% support gives the freedom to make explicitly socialist demands as a condition for entry into government is the day that we can begin to think that the structure of inequality in Ireland can be changed. Looking around for liberal votes or trying to make alliances with parties of any vague pinkish hue or whose ambition is to destroy Labour is a repeat of what has gone before and is a gift to the right.

Media coverage of Pat Kenny’s transfer from RTE to Newstalk was of two types: celebrity gossip and business news, neither of which pays the slightest attention to how public controversy should be presented by broadcast media. The move prompted not even a mention of content.*

Think about it: the biggest name in Irish broadcast politics moves to a rival organisation and editorial policy will be unaffected by his going or his coming. That should be pretty shocking; it should prompt people in the industry to question their understanding of “rival” – or indeed “competition” or “alternative”.

It is easily forgotten that Newstalk’s purpose was to have been an alternative to RTE. Purveyors of the public consensus or conventional viewpoints moving between stations is a measure of the failure of a basic policy: it is simplistic to believe that broadcasting stations under different ownership will deliver choice in any meaningful sense of the word. If we want challenging, alternative, discursive media – or media nailed to any other praiseworthy communication adjective – we will have to regulate to make it happen. At this stage in the history of media it is pretty silly to continue to believe that competition alone will deliver.

Of course no one ever seriously believed that competition would deliver the range or type of media that is thought desirable; that’s why there are regulations to ensure balance, Irish language content, news, limited advertising etc. etc. The notion that different owners would deliver different political perspectives, or alternative or challenging points of view was entirely unfounded but still formed the basis of a belief that competition would be good for Irish public controversy.

The problem of course is stations staffed by bien pensants, having a shared perspective on the world, will inevitably compete for audience by offering not different content but different formats and personalities. There is a great deal to be said for this detached professional approach but it does lead to sameness and at this stage of its development it is quasi-institutional.**

Public Service Broadcasters in Ireland, like the UK, are subject to regulations in relation to coverage of public controversy and other matters broadly political. If a citizen considers a regulation to have been breached, he/she is entitled to submit a complaint and receive an explanation. The complaint may go to the BAI for determination. Having to explain oneself and be criticised in public is considered sufficient to ensure compliance. A problem, however, is that staging a thorough debate is not an obligation and cannot be a matter of complaint. Bluntly, it’s not something that need overly concern the producers. Now, a dismissive response would be to say that “thorough debate” is too vague to constitute an obligation. Firstly, that’s not true; most citizens have a grasp of what is meant and a list of features could be produced. Secondly, the essential feature of complaint as a compliance mechanism is that it forces people to respond, to say what they were trying to achieve in the programme. In short, if we wanted a debate, we’d make it an obligation.
